Will California take a break from solving imaginary problems (Global Warming(tm)) to work on real problems (unemployment, economic stagnation, high taxes, oppressive regulation, illegal aliens)?
Probably not, but it's nice they're asking the question.

Both the California and Texas air is so polluted the people are sick most of the time. Wonder what the statistics say about employees' sick leave.

The problem I see with Proposition 23 is that an employment rate of 5.5% is a very arbitrary number. An unemployment rate of 5.5% or lower has only occurred in California eight (8) times over the past 34 years (1988-9, 1999-2001, 2005-7) and only three times has it lasted for more than one year. The lowest it has ever been was 4.9% in 2000 and 2006 (the average unemployment rate is 7.12% over that same period).
Basically that proposition, if passed, will kill the "Global Warming" law.

Sounds like a good idea to me, but I've seen work leave California for Texas but not the other way.
